Dynamic Public Safety Software is a software development company that focusses on public safety software. We offer a full suite of software with the core modules being RMS, JMS, and CAD. Our software includes a very good property management section, Warrant Module as well as a Civil Process Module. We offer expanded features through integrations as well. DPS Software was founded by Mark and Charlotte Mills and has grown into the team you see below.

Our Philosophy

We are creating the new generation of Public Safety Software that will revolutionize the way that public safety officials conduct their day to day lives through brand new and easy to use technologies. DPS was created by a family owned business that values the safety of the community above all else and because of this, we are trying to make the world a safer place.

Mark Mills


Mark Mills is the owner and Chief Executive Officer for Dynamic Public Safety. He has led this organization since its founding in 2010. Mark has two degrees, one in Engineering Design from SJC and Bachelor of Science in Business Management from UOP. Mark has been in the IT field for the past 20 years. When he is not busy with Dynamic Public Safety you can find him spending time with his family, doing community events or riding his motorcycle.

Charlotte Mills


Charlotte Mills is the co-owner and Chief Financial Officer of Dynamic Public Safety alongside her husband Mark. She has an associate degree in funeral sciences but focused mainly on raising their two children to adulthood. When not overseeing the financials of the company, she enjoys visiting with their kids and grand babies, shopping, caring for her dogs and traveling with her husband.

James Mills


James Mills is the new Director of DPS, retired from the Tarrant County Sheriff’s Office after 27 years of distinguished service in a variety of roles including jail, patrol, narcotics/vice, judicial services, and the labor detail unit. Bringing over 15 years of management / leadership experience, thanks to his tenure at the Sheriff’s Office, James believes his knowledge of leading small, specialized units will assist him in this new endeavor. Holding a Bachelor of Science degree in Criminal Justice from Purdue University Global, where he graduated with honors, James maintains his Master Peace Officer, Master Jailer licenses, as well as his TCOLE Instructor license. He served for one year as a Sales Engineer for Dynamic Public Safety Software, interacting with potential customers, developing his product knowledge. James’ background of facilitating the Sheriff’s Office in the transition from handwritten documentation to software solutions, prepared him well for this profession.

Trevor Johnson

Assistant Director

Trevor Johnson is the Assistant Director at Dynamic Public Safety covering the Western Territory of the U.S. Trevor brings over 10 years of Law Enforcement, Information Technology, Sales and Customer Service experience to our Dynamic Public Safety Team. Before joining DPS in 2015 he was the Lead Trainer, Installer and Technical Support Specialist for the Offender Data Information System (ODIS) project at the Oklahoma State Bureau of Investigation (OSBI). In his time with ODIS he saw over 200 Law Enforcement Agencies implementing this software across the state of Oklahoma. In bringing his vast experience and knowledge to our Dynamic Public Safety Team he will guide you through the process of implementing DPS software into your Facility.

Denise Trevino

Development Manager

Denise is the Software Development Manager with Dynamic Public Safety. When Denise is not spending time with her family she likes to event plan special events for family & friends. Denise is no stranger to software development, having spent over 26 years in Information Technology where she worked on and successfully lead teams of analysts and developers to design, develop, and implement software solutions and technologies for a major medical laboratory. Denise's varied background in Customer Service, Project Management, Software Development, Information Technology, and Help desk Management has provided the perfect foundation to lead a team of highly skilled and talented developers, business analysts, QA testers, and other development professionals. Denise is passionate about leading her team and looking at all the possibilities open with an industry leading company.

Marcus Walker

Trainer/Subject Matter Expert

Marc brings over 21 years of experience in the Law Enforcement community and 18 years of Information Technology knowledge to Dynamic Public Safety. Marc combines nearly 5 years as a United States Air Force Law Enforcement specialist and a military working dog handler along with 18 years of Information Technology experience as the lead trainer and project coordinator for jail management and reports management systems in Texas and Oklahoma. Along with Dynamic Public Safety Marc also worked for 12 years with the Oklahoma state-wide Offender Data Information System (Oklahoma Criminal Justice Resource Center and the Oklahoma State Bureau of Investigation) where he was personally responsible for the coordination, setup and training of over 150 agencies.

Agustin Alvarez

Lead Developer

Agustin is an experienced senior software developer at Dynamic Public Safety. He has an extensive knowledge in the most used technologies as well as use of design pattern and architecture. He is always thinking on ways to improve the software and the user experience. So one could say he is obsessed with writing clean and efficient code, as well as additionally beautiful and useful applications for our customers. Agustin loves nature, so in his spare time, you can find him at the beach or at the mountains discovering new places.

Charmi Patel

Business Analyst

Charmi Patel is a Business Analyst of Dynamic Public Safety. Charmi reviews, writes and documents the business requirements, assists with the workflow processes for QA's and BA's. Before this role, Charmi lived majority of her career as a Systems Analyst/QA Analyst/Tester of Blue Cross Blue Shield of Michigan, where she not only analyzed but also tested the software applications and processed the IT Healthcare claims. Charmi holds a bachelor’s degree in Biochemistry & Biology from AIC. In her spare time, she enjoys spending time with her dog - Scooby, traveling, playing video-games, pool-table, puzzles and photography.

Jordan Connell

Quality Assurance Tester

My name is Jordan and when I am not spending time with my family I enjoy hunting and fishing! I am currently working on my Business degree from University of Phoenix. As part of the DPS development team I bring a strong commitment to quality and currently hold the position as the Quality Assurance Tester for our Dynamic Public Safety software. My goal is to help Dynamic Public Safety be the industry leader in public safety and records management software.

Khatai Mammadov

Back End Developer

I am a Back-End Developer at Dynamic Public Safety Software. I hold an M.S. degree in Computer Science from Sam Houston State University. Being a computer science enthusiast with a passion to make life easier for others, throughout my career, I have designed and developed applications for various purposes by deploying computational science. Here at DPS, our team is pursuing perfection, our goal is to constantly improve performance and security of our application, make it user friendly, easy to use and meet all the requirements of law enforcement organizations.

Bryce Blair

Sales Engineer

Bryce Blair is a Sales Engineer for Dynamic Public Safety covering the Northern Territory of the U.S. Bryce joined Dynamic Public Safety in 2018 and brings several years of experience in Sales, Customer Service and Support from his previous employment in various fields. We are glad to have Bryce on our DPS Team with his outstanding record of working hand in hand with client’s. Carrie Hardee is our Marketing Specialist. Her background is in Graphic Design and she has an Associates of Arts Degree. She specializes in creating marketing materials and reaching our target audience with eye catching graphics. She loves to challenge herself and learn new and innovative ways to solve problems. She’s also dedicated to keeping up on current trends in the design world. She loves to spend time with her family and pets and in her spare time she loves to draw and paint as well as participate in local art shows.
